The Mayne Island Local Trust Committee endorsed a draft Section 219 covenant, as amended, for the Mayne Island Housing Society rezoning application at its October 24 meeting; the application concerns up to 10 units of multi-family rental housing and creation of an additional lot.[1]
During the community information meeting, a resident questioned the covenant’s wording and asked for restoration actions to be more specific and measurable; planner Narissa Chadwick referred to Schedule B, which she said outlined specific actions.[1]
The committee then asked staff to title Schedule B “Requirements for the Remediation and Preservation” of Lot 2 and Lot 3, make specified wording changes and reformat several items as bullets; it endorsed the amended draft covenant in a separate motion.[1]
The meeting recording includes a resident’s concern that there was not yet a concrete stormwater management plan, and a request for details about how runoff would be managed.[2] The minutes record the applicant’s engineer saying a stormwater plan would likely be required for the subdivision application, and that the Society was not liable for water from an offsite location.[1]
The minutes say the next step for the housing application was a public hearing scheduled for November 14, 2022.[1]
