Staff will continue discussions about a temporary use permit for storing floats in Horton Bay with Island Marine and the nine users of its service, then report back at the next Local Trust Committee meeting.[1]

Bylaw Compliance and Enforcement Manager Warren Dingman said up to nine floats are moved from residential properties into Horton Bay for winter storage, and that the committee’s previous direction was to defer enforcement on mooring buoys while bylaws are amended.[2]

Dingman said the notices had been issued to Island Marine, and that there would be no further enforcement while staff discussed a compliance agreement; he said the notices had been disputed.[2]

Planner Narissa Chadwick said staff would explore questions including whether one permit could cover the floats or whether separate permits would be needed, and how residential and non-residential uses should be treated.[2]

The committee also asked staff to clarify its earlier direction on enforcement and to include a legal opinion in the report, according to the meeting recording.[2]
