Mayne trustees advance housing review, approve two-year rental permit

The committee asked staff to revise a proposed housing bylaw setback and approved a temporary-use permit for a short-term rental, as residents and water-district representatives raised questions about density and water use.

The Mayne Island Local Trust Committee asked staff to change the proposed setback for the Mayne Island Housing Society application from 3 metres to 8 metres; the motion carried, and a community information meeting on the application was scheduled for April 26, 2021.[1]

At a separate community information meeting on housing policy, Planner Narissa Chadwick presented a flexible-housing concept that could allow additional, smaller units within a maximum floor area; she said the committee was still discussing concepts and had not made a decision on a direction.[2]

Sean Skiffington, a trustee and operations manager for Campbell Bennett Bay Improvement District, said additional dwellings could mean more water meters and costs, and that increased water use could require the district to seek a higher licensed amount. He also said the district’s bylaws allow one water line per property.[2]

Doug Hill, a trustee on the Village Point Improvement District, said the district had similar concerns and also had a sewage system, with some fields near capacity. He raised questions about restrictive covenants on some lots and how they might apply to tiny homes.[2]

The committee also approved a temporary-use permit for a short-term vacation rental for two years starting July 1, 2021. The amended permit allows up to 60 days of use between May 1 and September 30 and 30 days between October 1 and April 30 in a calendar year.[1]
